ICC considers games of 15 minutes per player or more as “Standard” and from 3 to 14.99 minutes as blitz; the Laws of Chess from FIDE define Standard games as those where each player has at least 60 minutes for the whole game, and deems “Rapid” any games games where a player has more than 10 but less than 60 minutes for the game.
I think it is time to align ICC ratings that way. It is certainly not the same set of abilities the one we are dealing with a 15 minute game compared to, say, a game from the Chess9030 league. Moreover, the way it is now makes harder to evaluate how one is developing in either rapid or standard, and limits the utility of ICC as a means for players to get a similar experience from that of OTB play.
