Command:  complain
Usage  :  complain  []
Example: "complain fpawn Look what he said after I beat him!"

This command allows you to convey to the admins a copy of conversation
between you and another user within the past few minutes.  It only
works for 1-1 communications (tells, messages, and some kibitzes)
between two registered members. 

You are allowed only a limited number of "complain" commands, so 
please use these only for serious complaints.  We recommend that you 
use the censor command to block communications from a rude member,
or just ignore him.
