New Help Channel Policy: Channels 1 and 2.

Channel 1 is for newbies and guests to ask questions.  All guests and
new accounts are now automatically in channel 1.  Questions about accounts,
passwords, email, fees, registering, basic commands, etc.  Type "-chan 1"
to get out of the channel if you wish.  PLEASE don't talk in channel 1
unless you have a newbie question, or are helping a newbie.

Channel 2 is for more experienced ICC users to ask questions and talk
to admins.  Ask about interfaces, timestamp, ICC policies, database,
libraries, lag, etc, in channel 2.  Suggest new features.  More chatting
will be tolerated in channel 2 than channel 1, but keep in mind it's still
a help channel :)

Channel 2 will be like the old channel 1, without the very basic questions.
