 1: News FLASH: Finals!!!!!  The Winner for the finals is CofC-Arizona!!!!!
  Congratulations and good luck in the O.T.B 2010 US Championship, in St.
  Louis, 13-25 May 2010.
 2: Top 2 from Eastern Conference: CofC-Wisconsin and CofC-Georgia. Top 2 from
  Western Conference: CofC-NCal and CofC-Arizona
 3: Semi and Finals: 2 Games (rounds) with alternating Colors.  Time Control:
  25-3. If tied then 3-1. If this is tied again, will be an 'armageddon game':
  where white has 5 mins and black has 4. Black advances with draw.
 4: Prizes!!! Conferences; Each state champion will be eligible for a free
  1-year ICC membership if they played all rounds.
 5: Other prizes: 1st: Round trip flight (US only) to St. Louis  May 13-25th.
  Will be seeded in that OTB tourney. Title of U.S. State Champion of Champions
  2nd: 100 US-Dollars 3rd/4th: 50 US-Dollars each.
 6: Champion of Champion accounts will have names like "CofC-Alabama" etc. All
  participants must use the program BlitzIn (2.7) or Dasher (1.3)  to connect
  to ICC while playing in the tournament. The tournament will be organized in
  ICC channel 227, using the semi-automated pairing robot 'pear'.
 7: Please note that ALL rules and tiebreaks in the US State Champion of
  Champions tournament will be ICC and NOT USCF. please familiarize yourself
  with the subtle differences by typing help draw on ICC. Likewise, please
  review "tell tomato help tiebreaks"
 8: If disconnection were to occur, players must come back as soon as possible.
  Once the player has returned, please resume the game quickly. Make sure your
  no escape is set to false to avoid forfeit by disconnection see "help
  noescape" for instructions.
 9: ICC has introduced a new flexible lag system. See help LagCompensation
  for more information. The lag limit will be 500ms for the State Champion of
  Champions tourname
