Server Changes: "finger" and "personal-info"

The "finger" command has been split into two separate commands.
"finger" shows your ratings, finger notes, and if you choose, your
email address and real name.  Everything you see when you type
"finger" will be visible to other members too.

All of your private information, such as your expiration date,
accumulated hours, and registration information, will be visible only
to you and the Admins via the "personal-info" command.
"personal-info" requires your password after the command name.  You
can get more information about both of these commands by typing "help
finger" and help personal-info when you are logged in.
